
Great News for Industry: Unladen Converter Dollies Now Permitted on Saskatchewan Highways

After ongoing advocacy by the Saskatchewan Trucking Association (STA), we’re thrilled to share some good news that supports a more efficient and practical trucking industry in our province.
The Government of Saskatchewan has updated the WD 1101 permit conditions for Long Combination Vehicles (LCVs) — and the change is a win for industry. Effective July 2025, unladen converter dollies can now be towed without penalty on Saskatchewan roads, under specific permit conditions.
This exemption, granted by Saskatchewan Government Insurance (SGI), allows carriers and drivers to tow an empty converter dolly without having the service brakes engaged — something previously prohibited under The Vehicle Equipment Regulations. With this new flexibility, as long as safety conditions are met and documented, drivers can legally and safely move these units between loads or terminals without added red tape or risk of enforcement action.
Key conditions include:
- Service brake system can be disabled by closing the brake airline valve — while keeping the parking brake and breakaway system active.
- The towing vehicle’s braking system must be fully operational, and ABS warning systems must remain off.
- Proper attachment procedures, lighting, and documentation must be followed.
- Drivers must note the exemption in their trip inspections and carry a copy of the permit conditions at all times.
We applaud the Ministry of Highways and SGI for listening to the industry's needs and implementing a practical, safety-conscious solution. This change represents a thoughtful step forward that supports productivity while keeping Saskatchewan roads safe.
